VLADIMIR IVIĆ
Vladimir Ivic is an attorney, specializing in the field of public procurement. He is one of the leading experts in this field in the Republic of Serbia. He has acquired his experience working in courts, state administration, as well as advising various clients.
Vladimir is a former president of the Republic Commission for the Protection of Rights in Public Procurement Procedures, the state body in charge of deciding on appeals to procedures of protecting the rights of bidders in public procurement and public-private partnerships. He managed this body, and represented it in the country and abroad. He participated in passing decisions, legal opinions, preparing forms of decisions and other acts, still used today.
Vladimir was part of the Working Group for drafting the Law on Public Procurement, adopted in 2008. Also he is the author of the first Rules of Procedure of the Republic Commission for the Protection of Rights. He is an authorized lecturer for public procurement, with a certificate of a lecturer for public procurement of the Ministry of Finance of the Republic of Serbia.
Vladimir has considerable experience in advising various clients, regarding issues of public procurement that are orderers in public procurement. He has advised and represented many clients that are bidders in public procurement. His practice covers giving advice in preparing clients for participation in public procurement, preparation of bids and representation before orderers. In particular, he has extensive experience in conducting procedures for protecting the rights of bidders.
Vladimir has published many articles in the field of public procurement; he is co-author of several publications in this field. He has participated in many conferences, seminars, and workshops in the field of public procurement organized by OSCE, SIGMA, the Ministry of Finance of the Republic of France, the Ministry of Finance of the Republic of Italy, as well as numerous gatherings organized by state institutions from the region. He was also an active participant in drafting and proposing current regulations and solutions in the field of public procurement.
Vladimir Ivic graduated from the Faculty of Law of the University of Belgrade. He is a member of the Bar Association of Belgrade and Serbia. He speaks fluent English and Serbian, and has limited use of Russian.
